It's a JDM sticker plate. It allows more sticker real estate in the engine bay, thus increasing horsepower.

I think gabe is right on this one too.
but i think some 300zx(at carshow) have a carbon plate to redirect air to the airfilter(you know, from the nose piece of the 300zx to the filter in front)
