B16a Legalization - Discussion

The plan is to BAR certify a B-Series engine in California, whether USDM or JDM spec. Since the B-Series was offered in the states, I know someone has registered their vehicle with one, specifically.. the EF chassis. The goal is to keep cops off your back and be as 100% legal as possible without hassles, fines and definetly upping the value of your car.
List any options available, going OBD-1/2 or anything else... maybe loopholes you can go through to avoid legal backlash or anything else. Products that can help switch OBD types like Rywire Jumper harnesses, etc.
Your input is much appreciated! Please post information relative to pricing, the process, and what to expect and be ready for as well as shops that can help and people who do B-Series tuning.
Also, anyone pass a b16a with a spoon headgasket? I know these motors have trouble passing due to high compression ratios, but is it noticeable enough with the spoon headgasket (since it raises compression a bit)?

It takes some work to BAR a JDM B16A in a EF, but its easy. I did all the work myself, using a conversion harness for the ECU, and Dizzy. I passed BAR with these mods:
Skunk2 Intake Manifold
DCSports Header
Skunk2 Catback Exhaust
Stock Intake*
I was using a stock P30-A00 DelSol VTEC ecu, and a 00 SI cat and passed the first time. I don't have the time right now to tell you everything I did to the engine to pass BAR, but if you can find info for a DelSol VTEC, you will know that you need. All REF's are different, I didn't have a "data link conector" , and still passed.
* I now have a AEM CAI, but its for a CRX, and it won't pass BAR because its "not for a DelSol." But if I took it to any smog place, they wouldn't know the difference because they don't look up the CARB #'s.

THIS was what I needed. I am doing a BAR certification for a early B16 into an 89 Civic, with a Jackson Racing Supercharger.
As long as my motor is to Del Sol Spec, my SC is legal as well and can be certified as a whole package.

Im planning an getting a bar cert when i swap in my b16... i dont have any papers for my motor though, is that gonna be a problem? its not stolen or anything, i just dont have any paperwork with it.

It depends on what REF you go to... I have the paper work from HMO, and the REF I went to didn't ask for anything except for the BAR sticker for my Skunk2 intake manifold.

Well I would think the 2nd gen would be refined to smog regulations as it is more fine tuned than the 1st gen, might be wrong but is certainly a possibility.
What year Del sol should be sourced for parts, are we looking at... 95-96 spec?

What I had to do to pass...
USDM P30-A00 ECU.
ECU jumper harness *Depending on REF, Some don't like them.*
OBD-1 Dizzy *B16 or GSR*
Dizzy jumper for obd-0 to obd-1.
OBD-1 Throttle body. * I passed with a GSR, But the nipple for the Charchol canister bent to the left instead of bending straight up. Needs MAP sensor*
4-Wire 02 sensor in the Exhaust manifold.
Exhaust manifold for a DOHC VTEC motor, if it's aftermarket, make sure the CARB #'s match a DelSol DOHC VTEC, and has the bung for the 02 sensor.
CARB Legal Skunk2 Intake Manifold, or stock DelSol VTEC manifold.
EVAP purge control solenoid. From 92-95 civic/delsol.
OBD-1 Thermostat housing w/ temp sensor *Again depending on REF* Installed on my engine when I passed.
Electric VSS *Again depending on REF* Had the stock cable VSS, and I passed...
DATA LINK CONNECTOR *Again depending on REF* Did not have this, and I still passed...
AND LAST BUT NOT LEAST....

Sorry, you are wrong... Japan has different smog regulations than the US.
You could spend your money on a 2nd gen B16, and have to replace the IM, plus add what I listed, and have to get a Cable-Hydro conversion kit for the trans...
Look at my BAR sticker, 88-91 crx, 90-93 integra, NEED TO CONVERT TO 94 HONDA CIVIC DEL SOL DOHC VTEC.

what happens if you dont pass? is your car on record somewhere as a FAIL at the reff? therefore showing up when a cop runs your plates or when you pay registration or something?

Both.
Visual inspection of all smog control devices or sensors (vacuum lines, cat converter, ECU, fuel lines, manifolds ...) to make sure they are of the correct or equivalent USDM engine/year.
Once you passed visual, your car is put on the sniffer for the smog test just like a regular smog check.
Failing one of the above 2 tests and you are sent home. They give you a second try for free of charge. They will tell you what needs to be fixed.
The only bad thing is that all ref stations are currently out of commission. Budget cut. Hopefully the Governator will reopen them soon.

That might be awhile. Without the bar they give out more tickets funny how that can work.

It cost me 38.00 dollars for the ref inspection and smog cert. But with the new budget plan that just went into affect in California that probably will have increased. The Ref isn't to hard. I BAR-ed my 89 civic dx/b18b with my hand made harness to look stock as possible, jumper harness, dc header, stock intake tube and box, cat, and charcoal canister on the first try. I went to Southwestern College down in San Diego. That Ref is really nice and knowledgeable
I used the odo1 dizzy plugs just because the dizzy is obo1 and seemed easier to use those plugs. I also used the obo1 injectors with resistor block off but that's not necessary. All my other plugs were obo0 just extended to the correct locations.

Its not useable because the harness is backwards. The main plugs go to the driverside instead of the passanger side. Its only good for the VTEC, VTEC oil preasure, and knock sensor plugs. Use a stock SI harness, and use the JDM harness to extend the wires that don't reach the sensors.
