Tachometer shows 10 mph when stopped
EDIT:speedometer not tacho,sorry for missunderstanding
After the swap with the b16a2 into '92 civic the tacho shows 10 mph and the car is not moving.My odometer works too,i meen it's adding miles.The check engine do not stays on,and i don't have any errors and the VSS it's plugged.
Maybe some ground wires ? i added 2 plastic jacks full of ground wires near the headlights and one more near the fuse box,all of them on the metal of course.
Maybe someone experienced something like this.

Ok,i'm not so idiot,i meen when i start the car the tacho jumps at 10mph or sumtin like that.When i stop the engine the tacho goes back to 0.

there is tension on the spindle that the needle sits on, even when the car is running.
Once you pull the needles you need to have a way to recalibrate them. Either by marking where the tension turns them past the pin before pulling them, a function generator connected to the meter or the following methods.

tach = RPMs
speedometer = mph
not sure which you are talking about...
tach: fairly of easy to set - remove the plastic cover on the cluster but install the cluster. Pull the needle, let the car idle for 15 minutes till the cooling fan cycles on and off. Turn on the headlights, and heater fan to full. Let the car stabilize for a few seconds, push the needle onto the spindle at 1000 RPM.
Turn off everything that you turned on (car still running) and watch the idle drop to 800RPM (typically right in between the two marks)
the speedo is similar all though you'll need another car to pace with. (I’m sure you can figure out what’s involved there)

Relic1,i've just saw what s##t i am writing here.My problem is with my speedometer,not tacho.
I thought that it has to be an electrical problem because before the swap it worked perfect and now when i started the engine i doesn't work good and i didn't took off the needle in this time.
But i will try to 'tune' the needle.

so it didn't do this before the swap? and the needles have not been off since then?
disconnect the ECU and switch on the ignition. if it still does it then there is an issue with the VSS wiring.

I saw today that the spedometer is depedent by the tacho,i meen if i hit the gas and the motor spinns faster , the spedometer show more mph...so it seems to be something electrical...

That's usually how a car works when you drive it
Is yours up on jack stands or something? This sounds like a vehicle speed sensor issue.

The car is on wheels 
Check engine does not say anything about the VSS,no cel.

if the drive wheels are not spinning at the time, then you must have the VSS and tach wires connected together somehow.
