This was pulled from the haynes manual:

The yellow circle is the Idle Air Control Valve, which is what im having trouble with. The last time I tried to figure this out I soldered my wire connections and the problem didn't occur for about a month. Now the problem has returned and will only occur if I sit there and idle, waiting at a light, etc.
I was gonna run two new wires, one to the ecu and one as the ground, which gets bunched with other wires and eventually leads to the Main relay. The part that says junction connection, which is circled in red, is that a plug that I can run the new wire to? or would I have to trace it all the way back to the main relay?

well, I would find out why the blk/yel wire isn't properly grounded, and trace the other wire back to the ecu and make sure it has a good connection
bust out the multimeter
