Default Solid CEL, fuel pump isnt priming. Main relay is good.. need help!

Car is a 95 civic CX. Just finished having the head decked/rebuilt on my LS/VTEC turbo. Car started up and ran fine for about a minute, then the dash lights flickered and the car turned off. Went to restart and it now has a solid CEL (no codes can be pulled) and the fuel pump doesn't prime. Tried starting and it just cranks over. So far I have:

-Replaced the main relay
-Checked ALL fuses, twice.
-Checked all grounds (valve cover, tranny and T-stat).
-Checked the fuel pump, it works when i supply it power directly from battery.

Pretty much having the same exact problem as this guy/thread:

Any ideas? Could the ECU have just died?

*Update see a few posts below* Still not working

I think the problem is that the ECU isn't getting power/sending out power

Sounds like the ECU got roasted .

Though they usually don't go by themselves, it usually needs a power surge of some sort, but it's possible to go by itself. Try another ECU and see if it works.

You're using an LS/VTEC - There's no ECU for that, so what kinda ECU setup are you using?

Chipped P28. Car ran fine for a few months on this ECU.

Update: After doing some research, I've found that Pin # 3 on the main relay is supposed to be getting 12 volts at ignition on.. my wire isn't getting power. It's a yellow/black wire, which i believe goes to the ecu and gives it power?

Pin # 7 (yellow /green) is also not showing 12+v for the first 2 seconds during ignition on. Pin #8 (green/yellow) is also not showing a ground signal during the first 2 seconds of ignition on.

Does the Main relay send power to the ECU or does the ECU send power to the main relay via the yellow/black wire?

when you jump your service connector to show codes does it stay solid?

solid means 1 of two things.

no codes or bad ecu.

since your check engine light is on, and its not pulling codes, and your main relay isnt getting power, i would say your ecu is caput.

try another ecu and get back to us

yeah, CEL stays solid with service connector on. The weird thing is, it works sometimes.. I just had the car running fine yesterday, and again out of no where the problem came back.

that sounds like a bad main relay.

have you tried tapping it when it wont start?

I had the same problem 2 weeks ago. After a couple of minutes with the tester, I found out that the main relay was working right. So I checked the wires going from the main relay to the fuel pump. It turns out the yellow/green wire was bad. So I routed a new wire, and the pump came on normally.

BTW, this problem started when my friend used the cig lighter (which hasn't been used in years), so I had no idea what to look at first when the car didn't start up.
