basically means personal liability, personal damage

if you hit someone, your insurance pays for them and nothing for you

basically, you don't get money from your insurance to fix your car

We have liability insurance in Canada as well, it has nothing to do with private/public insurance. It has to do with your coverage. As someone said earlier, liability insurance pays for damage to property / vehicles caused by you in an accident. It does not pay for your own vehicle.
