Question on orientation of H@R race springs

Default Question on orientation of H@R race springs

I just bought this 1996 teg ls. Currently is stripped apart to the barest of bare in order to restore it and swap motors ect. I did notice this though, right now its running Tokico blues and H@R race springs (checked # on HRs website). But its sitting so freaking low it amazing. It scrapes on flat ground. I pulled most of the suspension apart and noticed the upper 2/3 of the spring looks fully compressed when its just sitting there. Is that normal for a big part of the spring to be totally compressed? Can I adjust to a different perch on the Tokico shock to raise it up and remedy the situation?

(progressive springs)that's would you would call those springs.
