In the US, never. So far as I know, the CRX Si-R model in Japan *did* have power steering, at least as an available option.
If you want power steering in your CRX, it might not be that hard to do; several models of the Civic Sedan had power steering. You should be able to steal the pump, reservoir, lines, and steering rack (and maybe you'd need the steering column, too - I haven't actually tried this; this is just theory at this point...) from, say, an '88-'91 Civic EX 4-door, bolt it into your CRX, and away you go.
I've toyed with the idea of doing it, just for *****-n-giggles. I don't need it or particularly want it; it's just something to do to show that it can be done. Which is why I'll probably never do it!

you also need the rear crossmember from your civic sedan donor car. and just an FYI, if you have a b-series in your CRX, you'll need power steering pump brackets from the same engine. I.E., the pump itself is the same for 2nd gen tegs and 1st gen jdm b16s, but the brackets are different. you can't use brackets from a del sol vtec or a 99-00 civic si... they've gotta be from japan.

Don't forget that the Power steering pump is run by a pulley. So you will need a crankshaft pulley from a car that had power steering. You will not be able to use your stock crankshaft pulley from your crx.
90-91 hatchback DX's also came with the option for power steering

it would ruin the crx. yea, youll be able to park better but what about at high speeds? if youre talkin performance wise then its a bad idea. adding more weight and something more to mess up.

Performance-wise, I don't think it would "ruin" the CRX. My Integra had power steering, and I never noticed that it was particularly difficult to drive at high speeds; ditto my Accord - it cruises just fine with the cruise control set at "extralegal" speeds, and the power steering doesn't cause me to go flying off the road from all the danger...
I was just toying around with the idea of doing it to ONE of my CRXs: a Torino Red Pearl (burgundy to the rest of us) '91 DX. It's definitely a "female" car, if CRXs can have gender, so having power steering might actually be something that fits its demeanor. It's not a race car, it's not going to be a race car - ever - but it does okay. Mostly it's just for looking good and being comfortable. I've got other CRXs to *** around with performance-wise.
As for adding more weight - well, yeah; about 12 pounds, all told. I might crap that much out after a particularly rough tequila night!
The only problems I've ever seen with power steering "messing up" is when a couple of us decided to throw my Accord wagon (5-speed, thank christ) out on the autocross course for a couple "fun runs". The quick turns and twisty course had the PS pump struggling to keep up. You'd come out of a sharp turn, try to set up for the next gate, and the steering would get HARD. No matter - I've got a CRX just for autocrossing, too.
Now, I *WILL* say that the newer-style power steering systems that Honda's using (the electric PS system on the new Si hatchies, for instance) IS a pain in the ***. I drove one when they came out, and you couldn't feel a damn thing through the steering wheel. You could've been driving on any kind of surface - ice, water, gravel, wood, grass... - and you'd have never known from the feedback you got through the wheel. It couldn't maintain dead-center at 75mph for ****, either. Hated that power steering.
Anyway, as I said before, I've been *thinking* about putting it on one of my CRXs some day. Probably the one my wife would be driving instead of her gas-guzzling Dodge Ram pickup. "Thinking about it" for me means probably five years down the road. If ever.

I bought my 88 dx crx unrunning with all powersteering hooked up. Never figured out if it worked or not cuz I put in the bseries and pulled all the powersteering stuff out. even the steering rack.
i bought most of the stuff for the swap, but then i got a really good alignment and that made enough of a difference that i decided to scrap the idea. but to address the weight issue, if you've already got a stock 3 pulley crank pulley, the pump + lines + rack + fluid can NOT add more than 15 lbs, probably closer to 10. i remember when i got my JDM power steering pump in the mail, i was stunned at how light it was, and if you look at the picture a few posts up, you'll see there's not much difference between the racks. there will be a slight parasitic loss from the additional belt, but it's not gonna make the difference between a 15 second car and a 13 second car. people tend to blow stuff like this way out of proportion, especially for a daily driver.
i think all this comes from people wanting to think that their cheap "mods" actually make a difference. e.g., "i've got a civic EX with intake and cat back, but i also ripped out he AC and power steering, so now it's fast," while most people on this board would consider that to be stock.

I googled this one time. CRX come with steering assist, not power steering. The guy who did had a stock engine in his cat. I don't remeber if it was a DX or Si but I don't think it really matters. According to his step by step guide the whole setup can be swapped from a 90-93 integra. Google it. You'll find it! Good luck. Post picks if you do it.
