That happens when you get a code regarding the distributor, thats what happened to my car, the ECU went into limp mode (rev limit ~3300 rpm) because of a loose connection at the ecu. Just becuase his revved to 3000 doesn't mean yours will not. I would try putting it onto your car, I am sure it will rev to its 7200 rpm redline
The only way I see that the ecu doesn't work is if the LED on the ecu is continuously on.
As far as year on a pg7, I have no clue.

by looking at the case:
this is 86-87 PG7

this is 88-89 PG7
by looking at the case:
this is 86-87 PG7
