they r 4x100 gold 31mmoffset, so they r no good for an si,i think there is 24.5 mm in an inch and 9 mm will be like @5/16 of an inch with the camber on my si now i have about a lil over a 1/4 inch from tire to fender

who told you they were for honda..
it could be the bolt pattern is correct (5x114.3) but the offset is not. AFAIK the RG's come w/+31, +40 in 15x7. it could be different depending on the wheel width, how about you tell us the specs on the wheels you bought.
FYI I have run 2 +38 (15x7) wheels on my R. The ATS complite and Kosei K1, and I had some rubbing issues in the rear under hard cornering.. so as others have advised you could run into problems..

you will need to buy a camber kit to get any kind of serious negative camber, simply lowering your car will not get you enough...
with extreme camber comes tire wear problems
even with all this, the answer is still no...+31 is just too extreme of an offset

sell them?
sell them?
Actually they might fit depending on how high your car is and how stiff your suspension is.
There is a guy running +20 offset on his integra in the Appearance forum, but they are not that wide. It isn't likely, but they might fit depending on rubber you choose.
You never know til you try.

If the company deliberately deceived you into thinking the wheels would fit, you may be able to get your credit card company to reverse the charge.
