Default Tire and Wheel Balancing

I just had a general question regarding tire and wheel balancing. Do more expensive-higher quality wheels tend to balance out closer to '0' (without using weights for counterbalance) than a less expensive budget type wheel? Also, how much do tires play into the balancing? Do the higher quality ones also have less an effect on needing weights when it is mounted to a quality wheel. I am referring to brand new wheels and tires since it's obvious that once a set of wheels are driven on they could take some damage from road hazards and would most likely need weights more than when they were new. If anyone can shed some light on this I would appreciate it.
