Since you live in Phoenix, I'm going to assume you don't drive in snow. In which case, don't get all-season tires (the ones you mention are all-seasons - in fact, they're really CRAPPY all-seasons). Get some decent summer tires, which will give you MUCH better performance than all-seasons.
The best tires in a 14" size for someone looking for a combination of performance and value, and will never use them in snow, are the Yokohama ES100. Size 195/60-14 for a '97-00 Civic. $75/tire plus shipping at the Tire Rack. No, they don't grip as well as the Azenis, but they will last you three times longer (25-40K miles, vs 10-12K miles for the Azenis).

thats the thing.. look at the price.
i cant afford that at this point in time. the tires i wrote will be for a while only and since summer is almost over thats not my main concern right now and thanks for ur opinion.
and what do u think of Falken??

Falken makes some good tires, such as the Azenis. Their all-season tires suck.

Not exactly. All-season tires are a good choice for those who have to use the same tires in snow as in warm weather. If you never have to use your tires in snow, then summer tires will ALWAYS perform better than all-seasons.

The KR21 is a "touring all-season tire".
If you have to buy cheap tires, heck, get any of those.
