Default Explaination of Wheel Offsets Needed.....

I have no idea on how this works so I would like to know:

How are wheel offsets on a car determined? I have an 05' RSX and all I know is I can get an 42 offset when I decide to get some rims. WHAT DOES THAT MEAN?

What I need to know is how big of a lip on the rim does that measure out to? The bigger the offset the bigger the lip on the rim or is it the smaller the offset the bigger the lip on the rim?
