I know when you heat up stainless enough, it becomes magnetized. Do headers get hot enough? Does that have anything to do with it rusting? I'd go with blasting it then coating it.

The reason is rusting is it might not be 304 ss or it is chinese 304ss. Most companies advertize as stainless, but it is 409 stainless steel that rusts. Or if its chinese 304 stainless steel, then that is the lowest grade posible 304ss that could ever be. You take a magnet on a chinese 304ss and you will find spots on it that will be magnetic, even when its brand new.
