Will a adjustable FPR help with my bolt-ons?
I have a B18C1 with i/h/e, Skunk2 intake mani, 65mm Throttlebody, stock p72(soon Chrome chipped p28). Right now seems to be running mad rich cuz when i rev to 5k and let go i'm popping(backfiring).

Don't assume anything. You could blow your motor that way. Get that thing on a dyno and don't drive it hard until you do.
You can't tune a motor with an adjustable fpr because no motor needs a linear change in fuel pressure with RPM or any other measurement. If you were to get the pressure just right at one particular RPM so that the AFR was perfect, it would still be all wrong for every other RPM and for different load at that particular RPM. An adjustable fpr is nothing more than a band aid for when you're approaching the limitations of your injectors and/or fuel pump.
