One-piece wheels are cast or forged in one piece. This is a one-piece wheel:

Two-piece wheels are made from two pieces--a rim and a center section; they are then either riveted or welded together. This is a two-piece wheel:

Three-piece wheels have a rim that is made of two pieces that are welded together and then either riveted or welded to a center section. Using different combinations rim sections allows the manufacturer to make a lot of different variations from a smaller number of parts. This is a three-piece wheel (note the seam in the center section):

"The most pieces you can have" is three.
