Default what do the balance shafts do?

Can anyone tell me the function of the front and rear balance shaft on a 1993 accord? Do they affect timing, sensors etc. I have replaced the belts on them before, but never really knew what they were connected to etc. Thanks for any help!

Each shaft has a few offset weights - so if it spins by itself it would create wobbling vibrations. These are designed to offset some 2nd-order vibrations that the engine creates.
