i think some cars have the cat that recirculates some of the gasses to ensure proper emmissions?? I think I read it somewhere. Sounds like thats what its for?

Its a air injection port. You hook up a a hose and feed air into it to dilute the fumes to pass smog.

Air injection port would be my guess as well. One thing to note though is how a catalytic converter really works. It actually needs O2 to oxidize the pollutants....it does not "dilute the fumes to pass smog".
