car - 1990 Integra RS

Problem - sometimes maybe 3-4 times a month engine has problems starting either it will not start or will start rev to 1500 rpm then die if I wait about 30 seconds then it will start normal. The rest of the time car starts great first turn and runs with good idle 800 rpm and 1500 rpm at warm up.
This car has no mods done to it, And it currently has 133000 miles. The olny thing that currently needs to be fixed is the muffler has a small rust hole in it. I have also checked for codes and there are none either at the time while it will not start or when it running fine.

Idle Air Control Valve (IACV) goes bad around that mileage.
Check it. Its on the back of the Intake Manifold.

 

So this would possibly be causing this problem ?

I was thinking that it could possibly be fuel system related either filter or pump

Anyone else have any suggestions.
