Default VTEC Doesnt always work

Im gonna start this off by saying there is pennzoil 5w30 oil and a beck and arnley filter on my car.

I have a 2000 b16a2 in my car and it runs RICH.So rich that on the Autometer Air/Fuel Gauge I have it is up to the last led on the rich side during idle and WOT.
When I let off the gas it goes into the Stoich area but I have never seen lean.

NOW the problem.Sometimes VTEC doesnt engage at all and sometimes it jumps in and out.
It usually engages in 3rd and 4th but kinda cuts in and out when I am trying to take it to redline.You can actually feel the car jerk from power on power off,I usually let off when this happens and it happens about 50% of the time.
The motor has about 25,000 miles.It has JDM ITR Cams and Intake Valve springs.
I recently put an ecu in with a 6000VTEC,9500Rev Limit.
I cant say that these problems were there before the ecu.
I really dont know.I just bought 5 quarts of Honda Oil and I have a Honda filtech Oil filter.
My oil pan is slightly bent on the bottom,Slightly.
I took off my VTEC solenoid(The top 3 bolts and there was an O ring in it.I wanna replace it but cant find it on Majestic Honda.
Anyone have any Ideas?
I just ordered a Fuel Filter(The one on now just may have possibly been on there for the life of the car body,200,000+Miles!!!)
An IAC Valve
5 Quarts of Honda Oil(My manual says 4.2 Quart,I USUALLY ONLY PUT 4!!!!!)
A B&M FPR and Gauge.
I just sold my JDM 4-1 Header,Never even put it on.But it got sent back twice so I might just give the guy his money back.Anyway,Please give me some ideas.

If some one can help me also im having that same problem and i have the same motor but stock ecu.. I heard the gsr ecu fits in a si hatch ? But i use 10w40 mobil oil .i have a b&m fuel presure run full exhuast system and many internal parts.. /

I know that your car has to be a certain temp. before vtec kicks in???

i think if it was the vtec selenoid,it would have most likely throw a code for it.are you sure your ecu has those vtec and redline settings???sounds like u mite have a faulty ecu.better yet,kinda heard a had a problem sorta like this,but check the timming.also,vtec works off oil pressure.it mite be low on oil

Could be your distributer. My friend lost Vtec in his B16A and a faulty distributer was to blame.

BEST thing to do is check the CEL once it throws the code. Did you check it yet?

it sounds oil pressure related tho.
I was in an area that didnt have the oil light on and my vtec didnt work at all

Im thinking its oil pressure related.Or maybe timing or my cap and rotor.
I have ITR cam gears but they are the same as Si ones anyway I think.
I never got a Valve adjustment since the Cam install.
