VSS no good?

Default VSS no good?

The Speedo on our 91 accord works only intermitently, and is always accompanied by the flashing s. The TCU was examined and looks OK (no leaks or burnt spots) so we now suspect the vss unit. The vss unit was taken off the car and the internals looked at. Since the bobbin inside and all other mechanical parts looked new (only 67K on car) we are wondering if maybe the electronics are shorted in the vss. With the unit off the car we found there is zero resistance between the black (grnd) wire at the connector and the yellow (12v) wire at the connector. Was wondering if anyone knows if this is a normal reading. Thanks in advance-
