Default voltage to turn signal no flash

when i have my right turn signal engaged i have volts to the socket, i grounded it to chassis, replaced the socket. why on earth would it not light if it’s getting voltage? the v is jumping around but i assume it’s normal because of the whole blinking thing

have you replaced the 1157 bulb? Does it work with just the lights turned on, not turn signal ??

i hooked up the socket to the battery and it lights up perfectly, i have noticed i’m getting 12v out of the signal stalk for both left and right, then at the socket i’m getting 2-7v on the right and the left is stable 11 then 0 goes with the blinking
