TPS on H22A wiring

Default TPS on H22A wiring

I was replacing the TPS on my H22A and when I tried to set the voltage, even with the throttle fully close I was getting 3.1V and WOT 5V.
So I test the wires and the GREEN/WHITE STRIPE wire has 3V on it all the time. Isn't this suppose to be the GROUND??! So I am wondering if its okay to Ground this wire to the chassis or the ground on the Thermostat housing...

BTW, with the GREEN WHITE wire grounded it did give the correct reading on the multimeter... So what should I do? Would I damage the ECU if I grounded the GREEN WHITE wire?
