Default tires don't stop moving in neutral?

So i jacked my car up the other day to get to my trans drain bolt. I have a b16a in my 91 hatch. I started the car while it was still on the stands and while in neutral the tires still kept spinning at a good pace. Being the car was cold and reving a little high this still isn't normal is it?

Yes, it's normal. There is just enough friction inside the trans to get the wheels spinning when up in the air. You'd be able to stop the wheels with your hand though, since not much torque is transmitted.

Pull out the axles and see. But if both are turning it almost dead give away the car has an lsd.

He's doubting the idea that if both tires turn it is nearly certain that it has an LSD... and he's doubting for good reason, because many open-diff cars will spin both front wheels when unloaded like mentioned.
