Default TIMING/T-BELT PROBLEM

Hey everyone first time here. Need help so bad!
93 del sol si - d16z6 / all stock. real stock lol
took it too smog, didnt pass. smog tec said timing was at 2 degrees. took it home and threw the timing light on it and couldnt adjust dizzy/ was all the way advanced. jumped service conn. btw

so i know this sounds like a tooth off on the timing belt. took it apart, looked and the mark all looked on. still nothing. 2 different dizzys. same. idles good at 750-800, no cel, no misfire.

ok so after trying so much stuff i moved the cam one tooth counter CW and the tdc on the pully mark is at about the middle red ign. mark not the single white. crap! so unbolting the cam gear, sliding it out and rotating the gear counter clock wise one tooth puts me at the opposite end/ i have to move the dizzy all the way to the radiator to make it not ping.

so it looks like im half a tooth off. couldnt i just get an adjustable cam gear to make up for the half a tooth on the cam? cause going 1 tooth goes to far, i need to be in the middle. and the belt is not jumping a tooth cause its at the same spot from driving it for a week. and can the belt cause half a tooth off from it being too loose? like it looks like it lines up when its off but u turn it on and it stretches? mine has a quarter to half an inch play and drives good. HELP!!! PLEASE~ LOL

btw i know its at tdc compression. rotors at #1 spark plug too. so far i can tell its all original/ head, cam gear, timing cover, ecu, dizzy...

EDIT- AFTER MORE RESEARCH CAME ACROSS THIS - LEMME KNOW WHAT YOU THINK - http://htarchive.org/showthread.php?t=2538623

Hey EJ1, thanks for the response. To answer some of your questions;
im sure the smog tec is correct. i took it in twice. he was really cool and informative unlike the other workers. i have a snap on dial timing light that we verified was at the same timing as the tec's. mine is stuck at about 20 deg/ i tried rotating the cam one tooth by taking the belt off and rotating the cam counter CW it did change the dizzy position but it was 20 deg opposite of what i was at. so i had to move the dizzy all the way to the other side to get the same time. it seems like im half a tooth off considering the way it changes when i take the gear out and andvace it. I took the lower cover off last night and tried the 3 teeth move to get some slack out cause there was alot off slack on the exhuast side. prob an inch and a half. now its tight and the tensioner side is the looser side. put it back together and she started good. no extreme humming, good idle. seems the same though. didnt do jack .

So thats why im think an adjustable cam gear will work???
Damn i didnt count the teeth on the belt. would a wrong belt cause half a tooth?

The car does run perfect (id say) b4. feels like shes retarded though, lol.
not so much low end. when i did the advance the cam gear one tooth even though i had to move the dizzy all the way to the radiator unlike towards the firwall, it was still at 20 degrees. but the car ran alot better. mid range air growl got better but could feel top end go a little but didnt vtec it too much after working on it.

And for my smog test.... it measures usual cali stuff. here they are
MY Hydro Carbons were the only thing failing me

for 15 mph test

HC - MAX- 92- AVERAGE- 21 - MINE - *112

25 TEST

and finally yes the car was good and warm b4 the test..

thanks again. wanted to provide as many details for any help posible

HC - MAX - 57 - AVERAGE - 13 - MINE * 68

If you're motor is bone stock and neither the head or block has never been milled then there is no need for an adjustable cam gear.

Are you sure you're setting your mechanical timing correctly?

I think you will have to replace this timing belt because it will cause several valve damage and damage to other engine parts. While replacing the timing belt if it is broken replace water pump, belt tensioner, thermostat and camshaft seals, may be they also worn out or about to wear out.
