Default timing belt install issue b18c1

alright. im having an issue with the timing belt. i cannot for the life of me get it on the engine right. i've done more then enough of these, but this one just doesnt want to stay correct.

these are where the two marks are:

when i set them the right way, the belt fits real loose on top. then when i turn it to tension it, everything is good, then when i test it and turn the crank 360 degrees counter clockwise it comes up looking like that above. can someone help?

ok but why is the cover on if you are trying to install the timing belt?

or you have the belt on and engine running?

i really dont think that is important, but if you have to know:

the engine is sitting in a heated shed. When i leave it every night. i set the valve cover on top of it to keep anything from possibly getting inside while im away. I walked in the shed without tools, took the picture and left.

which mark are you lining it up with on the crank pulley? red or white?
