Default timing

Doing a timing belt on a 00 jdm type r motor. I have the cam gears set to TDC with screw drivers so I know they are TDC. The oil pump gear on the crank is set to the arrow on the motor and the line on the oil pump (gear). Get everything lined up and tighten the belt just fine. Here the problem when I put the plastic timing cover back on and the crank pulley the white line (TDC) on the crank pulley doesn't match up with the arrow on the cover. But if I remove crank pulley and plastic cover the timing marks are all on. why is this?

I never shot it with a timing gun before and I know the red line is for that but if i move the distributor will that make the while line on the pulley line up evenly on the plastic cover.(When car is started but scared to start the car) This motor is in a 94 hatchback and just slapped a distributor on to get it started. Is it possible to be out of timing that way.

Things I tryed so far...
Screw driver in cylinder 1 watch for it to go all the way up
Screw drivers in the cam hold downs cam gears marked up (tdc)
Switch back to stock cam gears. And still the same results

All my timing marks are on and i know they are its just the crank pulley and the plastics

Usually you time with the crank pulley and the plastic note on the cover, but you say that you have made sure your at TDC with the screw driver method. How far off are you on the pulley? Are you sure the pulley and the plastic covers are for that motor? They aren't from a USDM unit or a GSR are they? Have you tightened your T belt and then hand crank your motor over to make sure everything lines up after a couple turns of the motor?
If you could get some pics of the marks and how far off you are that might help. sorry I can't be more help to ya.
