ok i have a 95 si hatch with a JDM B18C swap when i first start it when its cold it will idle high around 3000rpm until i come to a complete stop even if i am only going 2mph it will idle high until i stop then it will drop down around 700-800rpms, after it is warmed up if i shut it off and restart it the idle will still hang until im completly stopped but only about 1500rpm and when im completly stopped and it drops down it idles low less than 500rpm, i also have some what of a hesitation between about 2000-4000 it almost feels like im stepping on the brake while accelerating but once its past 4000 it seems fine. I replaced the distributor, cleaned the iacv, new fuel filter and set the timing. Any help would be greatly appreicated.

 

Have you checked the tps? I just had this exact same problem on a civic and the tps was not adjusted correctly. Just a thought....
