Default Speedo Meter

Says I'm 4mph over when I truly am going. Compared with girlfriends new 4Runner. She has stock tires. I have 195 60R 14 tires instead of 185 65R 14. This the issue I'm having?

Update: Just read the difference should be 1mph, max. Not the 4-5 I see.

So is the problem the speed sensor?
