Default s300 not reading mph

this car has been nothing but a pain. 98 hatch with b18c1 swap, skunk2 intake manifold. the car is on hondata with stock hondata base map. nothing special done to the car. pulled the swap from a donor eg, threw out the old d16 in my ek and in the gsr. vtec has only ever actuated with a power probe. i’ve replaced the vtec solenoid multiple times, triple checked wiring and replaced the oring. only thing im seeing now is that smanager or the hondata app will not read my speed. after looking through smanager, vehicle is required to at least be going 9 mph for vtec to actuate. i’ve replaced the vss with multiple different oem sensors and still nothing. speedo works fine but hondata is not getting a reading.
