ride height
Lowest point of the chassis (side skirts and exhaust don't count, but the side jack tabs and rear tow hook do) must be higher than the bottom of the rim. This is to prevent setting the chassis on the pavement in a tire blowout.
There is also a min headlight height, which I believe is 22", but am not positive on that number. This is generally not enforced, which is why I don't care about knowing the actual number, but you asked about what is legal.
Those are really the only laws in Cali concerning lowering, and both are federal laws so they apply to the entire country.
And if you're curious how one could be too low for the wheels, well it really doesn't happen with today's trend of large diameter wheels, but this is technically illegal at stock ride height (even though the front is lifted 1" compared to the euro version to bring the headlights up to the required height). 4" from ground to frame, but 5" of tire sidewall. 15s would make the car legal (those are 13s).
