pre obd ecu, light on ecu is on constantly

the light on the ecu is constantly on, what does this mean? It will not blink the codes. Btw the check engine light IS on.

doesnt it mean it is a faulty ecu???

usually that means a bad ecu. is it chipped?? stock

im not sure, it is a customers car. it wont rev past like 3300rpm
