Default Oxygen Sensor High Voltage : 1.3v

I got a bizarre situation. Replaced my old Bosch sensors (refuses to go above 0.7v -65K kilometers) with new ones, and had my Engine Check Light. Reading from the OBDII, I notice that the other sensor was at 1.1v. And that was swinging beautifully 0.9 - 0v. But the one with 1.3v works intermittently. On the highway it seems OK but within city limits that damn CEL. I read somewhere that the if the ECU reads anything above the maximum (1.2v) in this case 1.3v it shuts out the calculations and operates on a default value. Can anyone clarify this for me. I thought of putting in a 3 ohm resistor in series with the return signal wire, in order to drop the voltage. So anyone here thinks it might work into fooling the ECU?
