Default obd-2 lsvtec tech help

Background:
97 ls integra. b18b bottom end w stock bore pr3 pistons, acl bearings, arp rod bolts, arp head studs, pr3 b16a head and intake manifold, obd-2 gsr distrib, stock obd-2 ls: injectors, map, tps (adjusted to .40 closed 4.54 WOT). Stock ls tb, header, gsr tranny. Compression test good.
Problem:
Using either an obd-2 ITR ecu or a harness and a obd-1 p30 ecu the car runs like ****. Has no low end or no top end, idles shitty, seems to run rich. With the stock ls ecu it runs very strong low end and mid range (till rev hits LOL). With the ls ecu I get a code 54 for the sensor on the oil pump which has been removed since it is running a dohc vtec oil pump. With the itr ecu and the p30 ecu it has a knock sensor code. No other codes or problems whatsoever.
any thoughts on what the problem could be?? I am gonna change the plugs because I'm not sure the right ones are in it but after that I am stumped.

look into purchasing a chipped p28 ecu, i've never actually met anyone with a ls/vtec running a stock ecu that ran well.

that is why I have the conversion harness so I can get a p28, but there has to be a reason this one is not running decent with 2 dohc vtec ecu's and good with an ls
