Default No power to get up a hill.

I have changed, the wires, plugs, cap, rotor, Cat converter. I am still unable to get up a hill without reving the car above 2,500 RPM. I let got he clutch and step on the gas, the car will hesite for a second and then start to build power, but not enough to get up the hill properly. Could my distributor cause this? It's a VTEC with the coil inside the Distributor. How about the TPS?

welcome to the world of torqueless hondas my car runs fine but i cant get up any hills for **** under like 3000rpm. for your case...what motor is it, how many miles...how big is the hill???
