Default Setup for the Si....

I may be planning a small NA buildup. Its for a 99 Si with a b16a2 and will consist of this:
Skunk2 Stage2 cams
Skunk2 valvetrain
Skunk2 racing valves (comp bump .2)
Headgasket, dont know which maybe Mugen? (comp bump .4)
Skunk2 cam gears
P28 ECU, program and vafc? Hondata? <---need suggestion
Redline ~ 8600 fuel cut 8800 <--- sound right?
Ditch my shitty DC 4-2-1 header and go with a good 4-1 header <---worth it?
Skunk2 or CTR IM <---need suggestion, am I using big enough cams and reving enough for this?
Dyno tune, of course

I am trying to build a reliable, fun, quick street car. I will mainly autoX this car, got the suspension done already. I may drag race it every so often just for fun when theres no autoX events to get the blood going. A low 14, something at 14.4 or lower would be nice, is what I would be aiming for. With some good tires and a decent driver COULD it happen, I know there are tons of factors but I am interested in whether or not it has the POTENTIAL to pull a time like that. I would be using an Exedy clutch as well. The car would be stripped lightly, about 70lbs or so maybe 100lbs. Will I be disapointed?

if you've got the money to burn i dont think you will be dissapointed. sounds like a respectable setup. hondata would be nice, although fairly expencive.
