Need ideas, torque mount

The bolt that is highlighted was tightened with too much force with the threads crossing each other. The nut that is welded in place from the back snapped from its weld and i now have a bolt thats not really holding that side of the torque mount into place.
My question is, how can i get that bolt out, get the nut out from the frame, replace with different screw with the nut being missing?
Any help will be appreciated.
ok, yer description was kinda vague, so lemme get this straight. you have one bolt which is cross-threaded in, right??? you had a nut welded on that bolt because the bolthead snapped off, so now theres no way to tighten it (<left side only?). ok, yer stuck with a bolt that has no bolthead. the only way to fix it CORRECTLY is to use a die grinder cut the bolt level with the entrance of the hole, and then drill the bolt out. after the hole is re-drilled, you must tap it so you have the right threads for the right bolt. i know this sounds like a major PAIN, and in some ways it is, but its the only way to properly fix the problem.
sorry for the vauge explanation but its kind of hard for me to explain. The actual nut on the back came off from the frame. The bolt and nut are now together but i cant take the bolt off because the nuts just spins in there. If i were to drill it out how would i but a different bolt in with no nut on the back?

This happened to me and I took the front bumper off, cut an "access hole" for the spinning nut so you can keep it from spinning. Then I had a nut welded where the old on was.
Of course after doing all this, I thought of a better way. Drill off the bolt head, pust the spinning nut in and let it go where it may. I dont believe there are any exit points for that,its completely enclosed. Then get a stud welded in its place.
Kinda a pain, but not too many options at this point....

nvm, i understand now. you had a welded nut that broke loose from the frame, and since the bolt and nut are cross-threaded you cant get them apart and all the do is spin in the hole. i assume its not accessible from the other side, so you'll have to try and find a way to cut that bolt in half to get it off of there. theres probly no way to fish the other half out unless you drill the hole bigger. as for fastening the mount back in the stock location, you might have to get creative there. you might have to use a trailor hitch hardware kit or something like that.
