Default need help with timing

hey everyone, ok here's my situation...

i have a 2001 prelude type SH
i was changing out my cam gears, i took the stock ones off and installed jun cam gears. but when i put the belt back on, it was slightly off (i didn't notice this at the time). i adjusted the gears to: advance (+) 2 intake and retard (-) 1 exhaust. my car was idling really low and jumply like one of those old domestic muscle cars... so i figured i'll change the settings back to stock, so i adjusted the gears back to 0,0. i started my car and same thing; felt like the car's timing was all off, it just died out.
so i took the cam gears off and tried to reinstall them by turning them a little bit. but i think i turned them too much in one direction or the other... i tried this 3 times to get the timing back to normal...
one other thing that might come into consideration: before i changed my cam gears, i removed my distributor to take a look at it, i hope i didn't spin it out of place...

so here's my question: how do i adjust the timing so i know when each spark is being sent at the right time? is there a way i can look at the lobes in the cam shaft? or do i need a voltimeter to find out when the exact spark is?
does anyone to how to re-time the timing?
