1999 Honda Civic

Sunroof will not open at all. I can hear the relay clicking but get zero sound/movement from the sunroof.

The power locks make no sound/movement when I press the lock/unlock button on the inside drivers door.

Are these problems related in any way? I took apart the lower dash and inspected a few things and checked all fuses. All fuses are good to go. I did come across a green plug that was just dangling. I was wondering what it may go to.
