Default Need advice on 1990 burning oil.

First post here so bear with me if you will.
My 90 accord with a 2.2 engine is a smoker with 211,000 miles. I just did a compression check on a cold engine and here are my results.
Cyl
#1 145
#2 143
#3 40
#4 160

I test each cylinder twice and came up with the same numbers.

Same results with a couple of squirts of oil on the #3 cylinder, the one I am most concerned with. The engine fouls the #3 plug within a week then I'm running on 3 cylinders with no more smoke.

What should I look at next? I cannot afford a full rebuild or replacement at this time but I may be able to get the head rebuilt.

rings are shot in that cylinder

Even with the shot of oil you think it is rings? I'm hoping it's not a busted piston. How about valve guides?
