Know it all? Idle - Engine problems
Here is a doozy, mainly because the setup is so far removed from stock and this is the first time that I've started it up.
car- 92 CX
ECU- chipped P28
engine- built and bored 2.0L B18C1, worked B16 head, ITR TB, Endyn CF manifold w/IACV plate
ignition- stock (MSD Dig. 6+ broke after 10 minutes of driving)
injectors- stock
fuel pressure- 40 psi, set via Aeromotive regulator
The car idles absolutely heinously. On a cold start idle goes to 1500 rpm and does these mini surges where the tach doesn't move much but you can easily hear the engine rpms surging like someone is gently pressing up and down on the pedal.
Throttle response is a joke (when the car is idling)- I started the Helms procedure to set the idle but the engine won't let me hold the rpms at 3000- if I slightly press on the pedal it'll surge up to 3K or 3500 rpm and then die out, even though my foot hasn't moved. The engine responds in slow motion to attempts to quickly rev- it just bogs down and then catches up a bit later.
Occasionally it won't do this, and will cold idle around 1200 rpm and have normal throttle reponse when not in gear. However, all is not well. One time this happened and I thought the problem magically went away. I went for a short drive and the car was very slow- full throttle didn't result in much acceleration and nothing remotely resembling what the car should be doing.
CEL= just a code 14. The IACV I had clicked when fed 12V, but I switched it out for a known good one and the code 14 was also thrown. The IACV hookups have been gone over repeatedly and the air feed lines to/from IACV mounting plate were even reversed but no difference. Both IACVs were cleaned out as well.
Also- I checked the TPS voltage- .510 with the throttle closed and 4.45 @ WOT.
I've reset the ECU numerous times (pulled 7.5amp backup fuse) but the CEL comes on immediately after startup.
My guess? I have no clue at this point. It seems electrical, but unless the chipped P28 is bad I can't seem to find a culprit.
I'd really appreciate any input at this point.

I chipped the ECU.
I forgot to add one thing-
The engine idled fine when I had an ITR IM and didn't have any of these problems.
That would seem to pin the problem on the Endyn manifold/IACV plate, but I've repeatedly verified the connections and even switched the air feed lines (from the IM to the IACV to the TB vent) but it made no difference.
