Yes, every car made in japan is restricted to 190kmph (it supposed to be 180kmh but every JDM car i've ever been in has gone on to 190kmh which is 119mph) , even skylines, buts its a fairly simple task to by pass it

If he put in fifth and reved to 7000rpm then that would be over 135mph, so it cant have been restricted!!!

i think not.
i have a S1 which has a 4.4 FD ratio and a fifth gear which is 0.906
which at 7000rpm with 205/45R16 wheels = 195km/h
so i calculated that it would have been clser to 6450RPM whre it was cutting out - but i was close.
anyways the calculation for your information is:
Speed(Km/h) = (RPMM/(Rendd*Rgear))*(((Vd*2.54)+(2*(BmCC*(Bp/100))))*pi)*0.0006
RPMM= RPM in thousand's
Rendd= Final drive ratio
Rgear= Gear ratio of the specific gear
Vd= Rimm diameter ( 14", 15" or 16" etc )
BmCC= Tire measurement in centimeters ( 18.5 or 19.5 etc)
Bp= Tire thickness (profile) ( 55 of 50 )
pi= The nice scientific number from about 3.1416
