idle surging

idle surging
My 89 Civic si has an occasional surge when idling. RPM will climb to 1500 then drop off and almost die. The nsurge back up to 1500rpm. Takes something like 5 seconds for cycle to repeat. Anyone help on what might be causing this?
My first guess is the fuel fiilter but the surge doesn't happen all the time??
