Default Idle set screw

Ok, why in the holy hell isn't my idle set screw adjusting my idle? The idle doesn't even go over 1k if I pull it all the way out. From all the way in to all the way out I'm getting about 400rpm of adjustment with the IACV unplugged. This is most frustrating. The TB is clean and the gasket is brand new OEM and properly installed.

It's a D16Z6 in a '91 Si hatch.

The ecu controls the idle.The idle control motor on the back of the intake does the work.If you try to adjust beyond the ecu idle rpm the idle control motor closes to bring it back down.

on my car it's more complicated than just turning the screw. you have to unplug things first, before you adjust the screw. check your service manual.

So when Comp Cams, for example, says to set the idle at 2000rpm with the idle set screw for cam break in they really mean you're supposed to either tune the ECU or just hold your foot on the gas pedal?

There has to be some reason why my idle doesn't even hit 1k with the screw completely removed...and the IACV unplugged.

If the air bypass passages are clean, I can't think of any reason the idle wouldn't go higher. Do you have the correct gasket on the TB?

Is the cam timing correct?

I've cleaned the passages out twice with healthy doses of carb cleaner and put two OEM Honda TB gaskets on that I test fitted and compared to the one the came off. I also followed a Helms.

I'm pretty sure that cam timing is set correctly but I'll double check tomorrow. I have a total of .015" mill and deck, which should be me at about 1.8 degrees retarded, so I have my Skunk2 gear set at 2 degrees advanced. Ignition timing is set to 16 degrees using a timing a light.

It just doesn't make sense. I'm not getting any CELs and I've tried two different ECUs.
