Default iacv help

Hello all, i'm trying to figure out if my iacv is bad. It's on a 93 H22A. i cleaned the iacv thoroughly including the screen and replaced the figure 8 gasket. With the car fully warmed up and at idle....i unplug the 2 pin connector but i dont notice any rpm changes. I immediatly get a CEL and plugging back the connector again causes no idle fluctuations. Now, with the iacv off the intake intake plenum and the car off....i get my buddy to sit in the car and switch between accesory power and off. I'm holding the iacv, i can hear and feel it click but i see no movements inside. what i'm thinking is, maybe applying power "unlocks" the iacv plunger and the rest is vacuum controlled?? or is my iacv screwed? Any help would be greatly appreciated! thanks!
