Default how to get engine at TDC?

is there any way to get my block at TPC without taking off the crank pully to line up the marks. i took the head off to get the valve seals replaced and the car got moved and the engine moved so now my marks on the timing belt arnt right. and how many times can my marks match up before the timing acually right?

If you have the stock pulley.. they are on the out side of it.. how else would you set your timing with a light?
