Default help with timing.

I took head off to do a gasket RR, and when i put it back on the block, set the top and bottom to TDC. Then I cranked the engine over and it just kept on bogging down and hesitating. so now i took the belt off again and tried to reset it. This is where the problem occurs, the bottom block turns to a certain point and then stops abruptly. Is it seized? Or am I just missing something? any help would be great.
