General Q about hp

when they list the horsepower for a car, is that rear wheel or flywheel?

flywheel. A lot of manf have been caught making 5-10hp fibs (mazda on the Miata, SE-R, Ford on it's last produced Cobra....)

if honda stated rear wheel hp it would be 0

most people just state their ratings as 212whp...
however flywheel seems to be 212hp . . . . no W or no F
