Default fuel pump wont stop priming in on position

so from the start... i bought my 91 civic with a crx dash, dash is from an 88 crx. came with a 91 cluster that didnt bolt up so i bought a 88-89 crx cluster and decided just to wire it in. finished the wiring and now when i turn the key to the on position my fuel pump wont stop priming. car will start and run just fine. everything on the cluster seems to be working alright. not sure what the problem may be. havent drove the car yet since.

I believe the ecu controls the pump prime as you can customize the prime length in most EMS systems.

well what could cause the fuel pump to continue priming

A constant ground to the fuel pump relays coil, [normally supplied by the ECU/ECM], possibly a short to groundof the ECU/ECM fuel pump control lead.

A constant power, [ign. switched] to the fuel pump.

A defective, ECU/ECM. 94
