Default Engine Modification Tuning.

I know a bit about some mods for cars. But I don't know what people mean when they say, "To get more horsepower from your mods, you have to tune properly." I guess it makes sense. But somebody please explain to me, what kind of tuning?
For example, let's say that I installed an AEM Cold Air Intake for my RSX Type S. What do I do exactly to tune it to get the maximum power from the modification?

Putting an Intake with tuning it isn't going to do much.

You mainly tune by adjusting cam timing, ignition timing, fuel pressure, vtec engagment (if it has it), boost pressure (if boosted) for maximum tq/hp.

A lot of places won't even dyno tune unless you have at least cam gear(s) and FPR, because they know it's not worth it.

wonderful. when i get a carr-aarrr.ARR.. with every mod i get i'll tune it by adjusting whatever i have to. thanks for the great advice. helped alot.
that was just an example btw (RSX with CAI).
